“Can I register it?” is the question that decides whether a container is an asset or a warehouse ornament. The answer depends on three things: what your registry demands, what the factory can actually document, and whether anyone in between is telling the truth. This guide covers all three.
What type approval is
Type approval (homologation) is a regulator’s confirmation that a vehicle model meets the market’s technical rules: emissions, noise, lighting, brakes, dimensions, and in some places specific components. Once a model is approved, each unit of that model can be registered on the strength of a conformity document rather than an individual test. Approval is model-specific, market-specific and usually held by the manufacturer or importer of record.
Three kinds of market
| Regime | Examples | What it means for Chinese tier-2 bikes |
|---|---|---|
| Full type approval | EU (EEC/WVTA), USA (DOT/EPA), Japan, Australia | Road registration needs a model approval the factory almost never holds. Plan off-road and closed-course machines only. |
| Conformity certificate on import | Saudi (SABER), Ecuador (INEN), Nigeria (SONCAP), Kenya (PVoC), Mexico (NOM), Chile (3CV) | An agency in your country (or its agent in China) checks the model against national standards, using factory documents and sometimes a physical inspection. Feasible; budget 2–6 weeks and a fee. |
| Self-certification / document-based | UAE (off-road), Peru, Bolivia, Guatemala, Dominican Republic, Jordan, Ghana, most of Africa | Registration works on the factory technical sheet, invoice, VIN and emissions statement. The most common route for our customers. |
Each country page lists the typical documents and which regime applies. Two markets in the same region can differ completely (Chile’s 3CV vs Peru’s document route), so check the specific country, not the continent.
What a Chinese factory can provide
| Document | Notes |
|---|---|
| Factory technical sheet (COC-style) | Dimensions, weight, engine code, displacement, power, tyre sizes, VIN structure. Stamped by the factory. Enough for self-certifying registries. |
| VIN and engine number list | Per unit, on the packing list and per-VIN sheet. |
| Emissions statement | Declaration that the model meets China IV (≈ Euro 5) with the domestic test report where one exists. |
| Domestic CCC / 3C certificate | China Compulsory Certification for the domestic market; some registries accept it as proof of manufacturer conformity. |
| Certificate of origin | General or FTA form, from the Chinese chamber of commerce or customs. |
| UN38.3 + MSDS (electric) | Battery transport test report and safety data sheet. |
| Photos of compliance labels | Noise/emissions labels, VIN plate. |
What a Chinese factory cannot provide
| Document | Why not |
|---|---|
| EEC / EU type approval (WVTA) | Only the handful of factories that export to the EU hold it, model by model. A tier-2 450 does not have it and cannot get it for one container. |
| US DOT / EPA / CARB certification | Same: model-specific, six-figure cost, held by importers of record like the KOVE US distributor, not by the factory for you. |
| Your country’s conformity certificate | INEN, SABER, SONCAP, PVoC, NOM, 3CV: these are issued in or for your country, on the importer’s application. We supply the inputs; you or your agent file. |
| A promise that registration will succeed | Anyone who gives you one from China is guessing. We check the route with your broker before quoting, and say so when a model will not work. |
Off-road is the escape hatch
Enduros, ATVs and UTVs used off public roads typically need no type approval anywhere; they clear customs as goods and never see the registry. That is why the same 450 that cannot be road-registered in Germany sells happily to a dune-rental fleet in Dubai or a farm in Bolivia. If your market is strict and your customers ride off-road, sell it as what it is.
Spec choices that make registration easier
- EFI over carburettor: emissions statements are cleaner and altitude is not an issue.
- ABS or CBS: several registries require one on new motorcycles above a displacement threshold.
- Road-legal kit on enduros: lights, horn, mirrors, plate holder, speedometer. Order it factory-fitted; retrofitting rarely passes.
- 17-digit VIN with a WMI your registry recognises. All factories we ship from comply.
